The Texas Transportation Institute's latest Urban Mobility Report ranked metropolitan Chicago second in travel time index - the number of minutes commuters must add to their trips to arrive on time. The area has held the No. 2 spot in the rankings since 2001. Only Los Angeles placed higher. Chicago was followed by San Francisco and New York. Chicago placed No. 3 in several other categories, including the amount of fuel burned because of congestion at 141 million gallons of gas a year.
